SLTCFI BPO Incubation Center in Embarcadero de Legazpi Opens for Business

LEGAZPI CITY –The BPO (Business Process Outsourcing) Incubation Center of Southern Luzon Technological College Foundation Inc. (SLTCFI) in Embarcadero de Legazpi was officially inaugurated during the soft opening of Embarcadero last July 17, 2009. The center is an extension of Embarcadero's P1.8-billion IT Park which is the very first IT ecozone in the Bicol region.

Gracing the propitious event were Honorable Legazpi City Mayor Noel E. Rosal, DTI Assistant Regional Director Rodrigo M. Aguilar, TESDA Provincial Director Mariflor R. Liwanag, and Michael Tanner along with Darwin Castañeda of Sutherland Services. Sutherland is amongst the leading offshore outsourcing firms in America with outsourcing IT call center here in The Philippines and has expressed future plans of locating at Embarcadero.

SLTCFI's 600 sq. meter facility will seat around 200 employees that will be part of its IT projects. It will also be the training center in developing a pool of qualified manpower for the call center industry and various BPO services for web development and design, online copywriting, web marketing or Search Engine Optimization, Auto CADD with 2D and 3D animation, cataloging and legal transcription among others.

Demonstrating its deep commitment to propel the ICT development of Legazpi City, SLTCFI continuously provides free trainings on specialized courses in BPO.

At present, the incubation center hosts around 60 employees that form part of the BPO operations currently being incubated by the institution that caters to both local and international clients. SLTCFI's IT-BPO initiatives are geared towards augmenting the employment rate in the locality by providing more employment options and opportunities. It also aims to bolster Legazpi City's present thrust to be regarded as the Next Wave City*.

The SLTCFI BPO center is projected to become Legazpi City and Bicol Regions' center of excellence in terms of IT-BPO trainings and capabilities.

Aside from SLTCFI, Tapa King and Kitaro restaurant also opened during the Embarcadero's soft opening.

SLTCFI Holds Graduation for Specialized Training Programs for BPO Services and Pangulong Gloria Scholarship

Legazpi City – In conjunction with the Philippine Independence Day celebration and Legazpi City’s 50th anniversary as a chartered city, Southern Luzon Technological College Foundation Inc. (SLTCFI) held its graduation exercises for the trainees in specialized Business Process Outsourcing (BPO) courses and Pangulong Gloria Scholarship (PGS) Programs at Embarcadero de Legazpi last June 12, 2009.

It was attended by SLTCFI trainees from its main Legazpi campus and other branches that include Tiwi, Pio Duran and Anislag. Trainees from Tektone Global Technologies Foundation Inc., one of Sunwest’s foundations also joined in the celebration.

Gracing the event as the keynote speaker was Honorable Senate President Juan Ponce Enrile who was warmly welcomed by Legazpi City Mayor Noel E. Rosal, Sunwest Group of Companies Chairman of the Board Elizaldy Co, SLTCFI President and CEO Rosemarie Q. Rey and Technical Education and Skills Development Authority (TESDA) Provincial Director Mariflor R. Liwanag.

Senator Enrile is a staunch advocate for the betterment of education system in the country and he is instrumental to these free training programs that benefitted many Bicolanos. In his speech he stated that he is a believer of education. “I always make it a point in all my life whenever I have the chance to help our education department… because the real wealth of this nation is in her people,” said Enrile. He also added that the skills acquired through the various trainings will enable the recipients to be globally competitive and become OFWs whose earnings and remittances propel the economic growth of the country.

Expressing his confidence that the people trained in SLTCFI will have the best training and will show a higher quality of skills acquired through the best trainors, the Senate President congratulated Rosemarie Rey, Zaldy Co, and Mayor Rosal and he promised that he will continue to give his full support to the conduct of various free training programs offered in the city.

City Government of Legazpi, Embarcadero and Legazpi ICT Council Join 9th e-Services Philippines

In order for the Philippines to continue taking a bigger share of the burgeoning global BPO market, the 9^th e-Services Global Sourcing Conference and Exhibition was held last February 9-10 at the SMX Convention Center in Pasay City, and the Legazpi city ICT Council and Embarcadero took part in the event.

Organized by the Department of Trade and Industry (DTI) through its export promotions arm, the Center for International Trade Expositions and Missions (CITEM), this annual conference is hailed as a high-profile assembly in the Asia Pacific where the brightest minds and the key players in the ICT and BPO arena converge to share their experiences, insights and expertise on best practices, industry innovations, emerging delivery locations, and market opportunities.

With the theme “Right move for the right results,” the 9^th e-Services Conference once again gathered both global and local industry leaders, decision makers and centers of excellence as they tackled the emerging issues, trends and new business models in the ICT/BPO industry. They discussed the future of the Philippine BPO and what are the strategies that must be undertaken to cushion the impact of the global financial crisis to the industry. They also highlighted the competitive position of the Philippines in the offshoring and outsourcing (O&O) market vis-à-vis India.

Despite the present global economic downturn, industry leaders expressed their positive outlook for the Philippines as they indicated that the country is still very much on track to becoming the global center of excellence in outsourcing.

President Gloria Macapagal Arroyo in her keynote address during the conference said that the “BPO industry continues to boom as global cost cutting is sent to outsourcing”. She also added that BPO and e-services are the economy’s key drivers, generating investments and jobs, alleviating poverty and improving the lives of the people.

For the second time, Embarcadero and the Legazpi ICT Council headed by Rosemarie Q. Rey are among the exhibitors in this prestigious event. Legazpi city, being included in the Next Wave Cities showcased its ICT and BPO capabilities wherein the city’s potential as an ideal outsourcing location was presented by city Mayor Noel Rosal during the second day of the conference.

Among the highlights during the presentation of the Next Wave Cities was the interactive video conference between the Philippine’s ICT Councils and members of the New York Global Sourcing Council.

Given the much cheaper cost of talent and infrastructure in the countryside, the next wave cities or ICT hubs are regarded as strategic investment locations for ICT and BPO services especially in this challenging time of global financial condition wherein multinational companies are implementing cost-effective means to cope with the changing economic climate.

With the emergence of regional ICT hubs, the growth in the country’s BPO sector will be propelled further, enabling the Philippines to continuously be seen as -- in the words of Trade Undersecretary Thomas Aquino -- “a ‘BPO goldmine’ by businesses all over the world.”

Legazpi City Holds 2nd Albay ICT Conference

LEGASPI CITY – To maximize and fast track the province of Albay’s potential and growth in Information and Communications Technology, the 2^nd Albay ICT Conference was held last December 10, 2008 at the Casablanca Hotel, Legazpi City. It was jointly organized by Albay Information and Communications Technology Association (AICTA) and Department of Trade and Industry in close coordination with the City Government of Legazpi and Embarcadero.

Representatives from the province’s different schools and universities, support institutions like the NGOs and telecommunications companies, Business Process Outsourcing (BPO)/ICT-related companies, and focal persons from the national and local government agencies took part in the said event.

Commission on Information and Communications Technology (CICT) Commissioner, Monchito Ibrahim, were among the resource speakers of the conference. Executive director of the Contact Center Association of the Philippines (CCAP), Mr. Jojo Uligan, and research director for Business Process Association of the Philippines (BPAP), Ms. Gillian Virata, also graced the event. Mr. Uligan gave a talk regarding the state of the Philippine call center industry in the midst of global financial crisis while Ms. Virata discussed about the potential of the next wave cities as business locations for the BPO sub-sector.

Next wave cities are the cities outside Metro Manila that has been identified to best support the development of the BPO industry. The CICT, the BPAP and the DTI have developed a scorecard to rate potential next-wave cities in the country.

Though Legazpi city was not able to make it to the list of newly selected next-wave cities, Ms. Gillian Virata still regard Legazpi as having great capability in attracting and hosting BPO companies. Legazpi city Mayor Noel Rosal backed this up as he discussed about what the city has to offer in terms of being the next wave city for ICT development. He highlighted the ICT potentials of the city especially with the development of Embarcadero de Legazpi. The Philippine Economic Zone Authority (PEZA) declaration of Embarcadero as an IT Park Ecozone has put Legazpi City to the IT Map of the Philippines.

Mayor Rosal pointed out the key factors and steps that must be strongly implemented in order to strengthen Legazpi city’s economic performance and competitiveness in the BPO sector. These factors include; strengthening tourism as major component in attracting investors, reengineering the local infrastructure for global standards, capitalizing manpower development at the grassroots level, emphasizing a distinct brand of quality service, sustaining a strong governance model and collaboration between the public and private sector and upholding a constant development and improvement outlook.

Rounding up the conference’s morning activities were the open forum and the induction of Legazpi city ICT Council officers by CICT Commissioner, Monchito Ibrahim.

The event’s afternoon activities include the presentations from the region’s two major telecommunications provider followed by Embarcadero de Legazpi’s showcase of its offerings to investors and locators. The integral part of Embarcadero is its IT Park which is the new IT hub in the Bicol region. It is envisioned to attract locators in the ICT-enabled services like web development and design, content development, online marketing and many other computer-based support services.

AICTA President, Ms. Rosemarie Q. Rey also presented the issues and concerns of the local ICT stakeholders. She challenged the participants including fellow stakeholders and players to strengthen their efforts in making Legazpi city rank higher in the list of next wave cities. Ms. Rey is also the president and CEO of SLTCFI, an institution that has laid a stake in the IT-BPO industry of Legazpi City. It ties up with foreign-based firms to provide outsourced services for various ICT related business processes.

Representatives from Content Online Services Inc. (COSI) and M3 Medical Management Services Inc., which were among the first wave of ICT locators in Albay also gave their testimonials regarding their experiences operating in the province, including challenges, opportunities, and development plans.

One of the highlights of the conference was the workshop wherein the participants were divided into four groups to discuss and present the issues and concerns that need to be addressed in order for Legazpi city to be included in the top ten next wave cities. Participants were also toured around Embarcadero as the final part of the event. Embarcadero is considered to be the first world-class destination lifestyle, entertainment and information technology center in a waterfront development in the country.
